Police Officers Honored for Saving Lives

Three UC San Diego Police officers recently received Lifesaving Medals from the University of California for their efforts in saving the life of a student. In October 2025, Sergeant John Martin, Corporal Rich Roman and Officer Dustin Dubois responded to a call for assistance with a student in distress at a residence hall. When they arrived, the officers were unable to get a response from the student and made the decision to forcibly enter the residence. After entering, the officers found the student unresponsive and without a pulse. They immediately began CPR and were able to restore the student’s pulse and breathing. Paramedics arrived and transported the student to the hospital in critical but stable condition. Fortunately, the student recovered and was released from the hospital a few days later.

“The lifesaving efforts of these officers is another example of their professionalism and commitment to our community,” said UC San Diego Police Department Chief Lamine Secka. “Our officers do so much amazing work every day that is never seen and these Lifesaving Medals are a well-deserved recognition.”

The three medals awarded in October mark the fifth Lifesaving Medal awarded to UC San Diego Police officers this year. Earlier in 2025, Officers Jocelyn Bastida and Jake Welch were awarded Lifesaving Medals for their response to a call regarding a possible overdose of a person not affiliated with the campus community. They determined that the person had likely overdosed on fentanyl and quickly administered several doses of Narcan to counteract the effects of the drug. The officers were able to resuscitate the person who was then transported to the hospital.

To receive a Lifesaving Medal, an officer must be nominated by their supervisor and approved by the chief of police. The nomination is then forwarded to the UC Council of Chiefs of Police where all 10 campus police chiefs must approve the awarding of the medal. Officers then receive the medal and a certificate signed by all 10 campus police chiefs.
